The right to financial assistance: Social assistance is intended to act as a last-resort safety net for people who have temporary financial problems. If you are unable to support your needs and don´t find any other ways, you might get economic help.
The support you receive must be organized so that you maximize your possibilities of living an independent life. In order to decide your right to economic help, the social services have to do a thorough investigation.

Your own responsibility: You have to do everything you can to provide for your own living. That means you have to work as much as you can, be active in searching for employment and prepared to take any work that offers you. I you must also apply for any general benefits and compensation (housing allowance, maintenance e t c) to which you may be entitled.
Do you have property that is easy to sell, saved money, funds and/or a car for instance? In the first place you have to use these assets. The primary responsibility lays on you self. If you don´t have investigated every possible way out, you may be considered to not have done enough for your own support.

What can I search benefits for? At principle, you can search for any item you think you need. You always have right to search and to get a written decision. In the written decision you can read why you get or do not get what you applied for.

What papers/documents do I need to provide? Identification, income-tax return, the application form, carefully filled and signed, contract for the apartment, financial details and account withdrawal for the last 3 months, certificate of illness, the latest electricity and childcare bill. According to the law you must verify all expenses you want the social services to take consideration of. You must also give your consent to the case worker to contact other government agencies and authorities; this is done on the application form.

What expenses do the social services accept? It is based on individual situations. Some examples is; personal costs related to the size of family, cost for rent of apartment, electricity, childcare, bus trips to work/school, home insurance, medicine/medical treatment (according to level of high cost protection per month), costs for children who lives temporary with you and diet strengthening (show doctor´s certificate). One part of the benefit is appointed of the government (so called “riksnorm") and it is equal in the entire Sweden. Another part is decided by the local government.

Decision: The decision is based on the information you submitted and the law of social services. The local government has worked out the guidelines.

The right to appeal decisions: If the social services completely or partly refuse your application for assistance, you have right to appeal against the decision.

To do that, you can write for example:
“I NN (name, person number, address) appeal against the decision made (date) because......(new circumstances that has come up or things missed)."
Sign your appeal. Send it to the social welfare secretary who made the decision. He/she has the possibility to change the wrong information. It can be something you forgot to tell or information that the secretary did not understand. That can be a reason for changing the decision. If a correction can be done for your advantage, you will get a new decision. If no change of the decision can be done, a statement sends together with your appeal to County administrative Court (Länsrätten).

Secrecy: The staff at social services has professional secrecy. This means that the staff may not pass on verbal or written information about you that is of personal or sensitive nature. An exception may be made from this rule if you give your personal authorization for such information to be divulged. Sometimes the social services are legally obliged to supply information on you.

Complaining: If you have an opinion of something or want to complain, you can leave your views verbally or written to the department/person it concern. It works in the same way if you have suggestions, want to praise on a good treatment or the quality of the social services.
